And just saw this now. In case you'd still like to know: this was done with construct 2 which creates a html5 game. sadly I can't just create an executable windows file with this software (as far as I know. might have changed now. Construct 3 has been around for a while now which I haven't looked at)

Great snake game and great music! Not many snake games have levels these days. Would you be interested in making a downloadable version for Windows?

As for converting it to a Windows executable, it's easy enough with a specialized tool, just use this guide:
